After more than 25 years in international development, Kerry Bruce, DrPH founded Clear Outcomes. The company aims to draw on years of experience working in the for-profit and non-profit sectors of development and more than 20 years of living in Asia and Africa. Kerry is the CEO and Founder of the company and aims to provide nimble, responsive and high-quality services to clients. She is a recognized global health expert and has managed large implementation projects on several continents. A recognized leader in the ICT field, Kerry has been spearheading the use of big data in project design, monitoring and evaluation for the field, is a regular guest lecturer for TechChange, and has been a co-organizer of the MERL Tech conference. She is an adjunct faculty member at Georgetown University’s International Health Department and teaches courses in mHealth and Implementation Science.
Thom Bruce is a management and security cooperation expert. He serves as the Chief Operating Officer for Clear Outcomes where he is a member of the senior management team and is responsible for Contracting, Human Resources, Finances and establishing rigorous policies and procedures. Before joining Clear Outcomes he was the Chief Management Officer for the Africa Strategic Studies Center (ACSS) at the National Defense University. There he planned and oversaw operations and logistics for 10 major peer to peer education programs in Africa and the US annually. He managed a team of finance, human resources, operations, logistics, program support, and facilities management professionals to support all aspects of Africa Center efforts. He was the Contracting Officer Representative responsible for support contract oversight and regulatory compliance, and managed a budget of $12 million.
Dr. Joris Vandelanotte is a Medical Doctor and Specialist in Public Health Medicine with over 25 years of experience in Sub-Saharan Africa in the fields of public health, health systems strengthening, primary health care, monitoring and evaluation, and operational research. Joris started his career with Médecins sans Frontières in Kenya and Chad, where he combined clinical practice with district and primary health care management.
Barbara Willett has been a fixture in the M&E community for many years, serving as Director of Monitoring, Evaluation and Learning at Mercy Corps, American Red Cross, and the Digital Impact Alliance. She has worked in M&E and development for nearly 25 years, designing M&E plans for individual programs, creating country-level M&E systems and solutions, and developing approaches to agency-level measurement. She has presented to AEA, InsideNGO, NetHope, and been a guest lecturer for TechChange on the nexus of M&E and technology for NGOs. Barbara is passionate about capacity building, sustainability, and helping organizations build a culture of reflection and learning. Barbara presumes a view of M&E that is inclusive and expansive – one that influences design, enables learning, ensures accountability and inclusivity, demands rigor, and promotes evidence-based decision-making and good, adaptive management.
Jade Lamb is an M&E professional with 12 years of work in international development, including in Bangladesh, Myanmar, South Africa, the West Bank, and Uganda. She has in-depth technical and management experience with performance monitoring, qualitative and quantitative data collection methods, assessments and performance evaluations, and capacity building to support international development programs. She previously served as Social Impact’s Chief of Party in Bangladesh, providing M&E support to USAID’s Democracy, Human Rights, and Governance portfolio. Jade holds a Master of Public Policy from Duke University and a Bachelor of Arts in Political Science from Yale University, and served as a Peace Corps Volunteer in South Africa
Mary has more than 25 years of experience managing and directing research and evaluations of the U.S. public health system, accreditation and preparedness programs, and community health improvement partnerships. She has provided evaluation capacity building assistance to a variety of organizations from community non-profit organizations to national foundations. Over her 25-year career, Dr. Davis has worked in academic, for profit, and non-profit sectors. Her work is published in journal articles and blogs and she has extensive experience creating and presenting at national conferences. Dr. Davis earned a doctorate in public health from the Johns Hopkins University School of Public Health and a masters in public health from the University of Alabama at Birmingham.
Laura has more than 25 years of experience in global health leadership, advocacy, communications, and program design and management, including 15 years of residence in Francophone Africa (Benin, the Central African Republic, Rwanda, and Senegal) and short-term assignments throughout East, West, and Central Africa. Laura has significant experience in health policy development and analysis, program design and management, advocacy and communications. She is an internationally recognized and invited public speaker, trainer, and facilitator.
Juliana Bol is a public health practitioner with experience in monitoring and evaluation, standardizing quality improvement approaches for primary health care programs and quantitative data analysis. She worked for five years in South Sudan supporting health system strengthening programs, developed national M&E operational plan for HIV and Malaria programs, and a national quality improvement toolkit. She has also trained health workers, NGO program staff and MoH staff in quality improvement for infection prevention standards, maternal and child health service provision, and M&E. Juliana is passionate about program implementation and using econometric tools to assess the impact of programs and improve decision-making. She holds a Ph.D. in International Health, Health Systems.
Shaneka Thurman is a global health professional with 12 years of progressive experience in M&E, research methods, and capacity building. She has worked in countries across several continents, with extensive experience in Ghana, Botswana, South Africa, Ethiopia and Tanzania. Over the years, her work has included projects to support vulnerable children and to curtail HIV, malaria and malnutrition. Her current work focuses on monitoring and evaluating social and behavior change outcomes for women, adolescent girls and children in low and middle-income countries.
Alison holds a Master of Public Health degree and has more than 13 years of technical and project management experience, including eight years working overseas in East and Southern Africa on donor-funded health programs. Alison has worked on a range of public health issues including HIV/AIDS, sexual and reproductive health, and maternal, neonatal and child health. She has worked with a variety of populations including orphans and vulnerable children, adolescents and youth. Alison brings substantial experience in needs assessments, program design, scaling evidenced-based interventions, quality improvement, capacity development, training, monitoring & evaluation, and research.
Steve Gesuale is a global health practitioner with broad experience building and managing diverse international development programs. He has sixteen years of experience in designing, implementing, and evaluating global public health programs. He has managed multiple family planning, HIV prevention and social marketing programs in Southern Africa. He led a large-scale Voluntary Medical Male Circumcision (VMMC) service delivery program, a multi-country, $50 million program. He now works predominantly in helping organizations interpret and communicate program and survey data, specializing in applying best practices of data visualization in innovative ways.

Sarah Sitts has 15 years of experience researching, developing, managing, and measuring international development initiatives. She designs and assesses programs in the areas of resilience, livelihoods, inclusive markets, women’s economic empowerment, and community-based natural resource management. She develops plans for project monitoring and evaluation, and has conducted research on resilience, value chains, and conservation networks. She is versed in the DCED standard for measurement of private sector development and market systems programs. She led Pact’s Cambodia country office and has also worked in Botswana, Kenya, Myanmar, Mozambique, Nepal, Nigeria, Swaziland, Tanzania, and Vietnam. Andrew Trembley is a quantitative analyst with a strong background in education. He has conducted research and evaluations for the World Bank, DFID, and USAID. He spent eight years conducting research, support, and evaluations in the World Bank’s education unit, specializing in improving teacher policies and capacity building for monitoring and evaluation systems. Christine Robinson has over 20 years experience as an analyst and writer in the social sciences. She has in-depth experience with grant application analysis, program monitoring, data collection management, evaluations, and capacity building. Christine has developed numerous reviews and reports, including conducting interviews, analyzing data, designing reports, and presenting results to inform funding and program decisions. She is an experienced website and database designer. Christine worked and lived overseas in Nepal, India, and Taiwan. Ariel Frankel is a public health professional with experience in monitoring and evaluation, formative research and design, and international program management. Ariel worked most recently in Nairobi, Kenya to pilot a mobile application designed to help women experiencing intimate partner violence. She is passionate about the intersection of research and community mobilization, and the use of technology in catalyzing health behavior change among marginalized populations. Erika is a professional financial assistant based in Boise, Idaho. She has been working to support small businesses for more than 20 years and provides full service bookkeeping, payroll and audit preparation for the company.
